Yep, the petcock was made up of used, mismatched stuff, and had no reserve function. I took one of the old ones I had and eliminated the vacuum part, so now I have a working reserve again.
I'm glad I found out right here in town, not 80 miles away in Webster, like I will be tomorrow.
